How Hong Kong's I&T ecosystem is evolving for 2026

The recently released "Hong Kong I&T Talent Index 2025" highlights that talent has become a core focus for government policy, emphasising its crucial role in the development of innovation and technology. With over 300,000 individuals attracted to Hong Kong through various immigration initiatives, including the "Top Talent Pass Scheme," the city aims to cement its position as a leading global I&T hub.

The report underscores the need for Hong Kong to “drive industrial transformation and advance through innovation and technology,” asserting that this is the only viable pathway for maintaining long-term prosperity and addressing pressing economic challenges. As economic conditions fluctuate globally, the focus on strategic hiring and talent retention becomes even more crucial.

The report also noted that the supply of talent is improving, with increased numbers of Research and Development (R&D) personnel and university graduates entering the I&T sector. The total number of talent approvals reached a record high of 138,980 in 2024, demonstrating the effectiveness of the talent attraction strategy.

As stated in the report, “Talent has increasingly become a focal point of societal concern,” indicating a shift in priorities across various sectors.

Moreover, the integration of Hong Kong with the Greater Bay Area (GBA) is fostering closer ties with mainland China, creating new opportunities for talent and resources. The report notes that the GBA, backed by “the world’s most complete industrial chain,” offers substantial growth prospects.

This collaboration underscores the importance of a holistic approach to talent development and retention, which is essential for driving innovation and maintaining Hong Kong's competitive edge.

Funding and investments in R&D are also on the rise. The local gross expenditure on R&D increased by 21% compared to 2021, highlighting a robust commitment to developing new technologies. This highlights the government’s recognition of the I&T sector as a critical driver of economic transformation.
