Into the second quarter of 2025, hiring intentions across the Asia Pacific (APAC) region are showing promising signs of strength, according to the latest ManpowerGroup Employment Outlook Survey. With a net employment outlook (NEO) of 30%, this marks a 3-point increase from both the previous quarter and the same period last year. Such positive sentiment is critical for HR leaders as they navigate a rapidly changing employment landscape.
Net employment outlook is calculated by subtracting the percentage of employers who anticipate reductions to staffing levels from those who plan to hire.

Growing confidence in hiring
The survey, which gathered insights from over 10,078 employers across seven APAC countries, reveals that organisations are increasingly optimistic about expanding their workforce. Countries like India (+43%), mainland China (+32%), and Singapore (+27%) lead the way in hiring intentions, while Hong Kong SAR remains more cautious with a modest outlook of +11%.

François Lançon, regional president for Asia Pacific & Middle East at ManpowerGroup, commented, "The latest uptick in hiring intentions across APAC is a promising sign for the market. The increased hiring intentions reflect the region's adaptability and persistent focus on growth."
Key drivers of employment growth
The survey identifies several key factors driving this growth in hiring. Notably, 42% of employers cite company expansion as the primary reason for increasing staffing levels. New ventures requiring new roles account for 33%, and tech advancements needing more expertise are reported by 31% of employers. This indicates a clear trend: organisations are not just filling existing roles but are strategically investing in new capabilities.
As businesses focus on long-term growth and innovation, the demand for skilled talent is intensifying. Companies are actively looking for individuals who can navigate the complex intersection of technology, operational efficiency, and sustainability—a trend amplified by recent investments in AI and tech initiatives across the region.
Tech Sector Leads the Charge
The Information Technology sector continues to lead hiring intentions, with a staggering 42% outlook, followed by Financials & Real Estate at 34% and Industrials and Materials at 31%. This trend underscores the critical importance of tech-savvy professionals in today’s workforce. The emphasis on skills rather than specific job titles is becoming increasingly apparent, as companies seek expertise in areas such as cloud computing, data management, and cybersecurity.
The demand for roles in IT is not just a passing phase; it's a long-term shift in how businesses operate. As Lançon points out, "Companies across APAC are proactively shaping their workforce for long-term growth and innovation. The focus on technology and expansion reflects a strategic pivot to future-proof businesses."
Skills over titles: A strategic shift
In an era where technological advancement is at the forefront, HR leaders must prioritise skill acquisition over traditional job titles. The 2025 APAC Talent Shortage Survey highlights that 77% of employers in the region struggle to find talent, particularly in IT, data, engineering, and sales and marketing roles. This scarcity of talent makes it imperative for HR professionals to adapt their strategies, focusing on the skills that will drive business success rather than merely filling positions based on title.
The report also emphasises the growing importance of ESG (Environmental, Social, and Governance) and sustainability-related skills. As organisations align with broader ESG objectives, professionals who can blend operational expertise with sustainability acumen are becoming increasingly valuable.
What lies ahead
The ManpowerGroup predicts that the hiring landscape presents both challenges and opportunities for HR leaders. With a focus on skills acquisition, technological expertise, and a commitment to sustainability, organisations are not just responding to current trends but are strategically positioning themselves for future success. As Lançon aptly states, "These efforts underscore the region's drive toward technological leadership, solidifying APAC's position as a hub of resilience and opportunity."
