Indosat Ooredoo Hutchison (IOH) and Transsion Holdings have signed a strategic Memorandum of Understanding (MoU) at the 2025 Mobile World Congress (MWC) Shanghai to accelerate digital inclusion across Indonesia.
The partnership aims to combine Indosat’s IM3 and Tri connectivity services with Transsion’s affordable smart devices, facilitating seamless digital access for more Indonesians, particularly in underserved rural areas.
Indosat will expand its service reach through over 10,000 Transsion retail outlets nationwide, which will serve as distribution hubs for Indosat SIM cards and broader digital services.
Transsion devices will also come pre-installed with Indosat’s myIM3 and bima+ apps, enabling users to manage data plans and access content easily. The partnership will introduce 0% installment plans and eSIM options to further support affordability and ease of use.

According to the Indonesian Internet Service Providers Association (APJII), internet penetration in Indonesia reached 79.5% in 2024 ([Digital 2025: Indonesia — DataReportal]). However, a significant disparity exists between urban and rural areas, with rural internet penetration at only 30.5%. This partnership aims to bridge this gap by providing broader access to high-quality digital connectivity.

Transsion has become a leading smartphone brand in Indonesia by focusing on affordability. In 2024, Transsion held 18.3% of the Indonesian smartphone market, surpassing Samsung and Xiaomi.
Beyond the immediate rollout of bundled solutions, Indosat and Transsion plan to explore further collaborative innovations, including co-branded devices and localized digital services.
